As one of the most beautiful countries of eastern Europe’s Balkan states, Montenegro has many quaint villages, of which Kotor is certainly one of the most stunning. While Kotor ranks high on several criteria, it is no longer an off-the-beaten track destination, so it ranks low on the much important “Intrepid Index”, hence its low overall score.
